You can change your phone number to an unpublished number so that not only will it be unlisted, it will also not be given out by directory assistance.

You can also try legal remedies such as restraining orders, criminal proceedings, or lawsuits if you can find out who is harassing you. The threat of punishment might stop telephone harassment from continuing.

If you try calling the phone company immediately after hanging up you can get them to do a trace. If you do this a few times and it is the same number, the phone company will be likely to release the information on who is bothering you to the police so the situation can be dealt with and you can stop telephone harassment from happening to you any longer.

If the person is a bill collector, and they are continually calling and harassing you, they are breaking the FDCPA law and you can report them. You can sue them for damages even if you did not lose any money. Even the threat of this might be enough to stop telephone harassment. If you request the bill collector to cease contact in a letter they legally have to stop or else they will be breaking the law.
