Различия между психологическими и информационными войнами

Информационные и психологические войны тесно связаны с понятием информационного пространства. Под данным термином я предлагаю понимать не совокупность СМИ, расположенных на определенной территории, а массовую информацию, порождаемую этими СМИ и воспринимаемую населением данной территории. Это своего рода медиа-реальность. Структура события в этой реальности состоит из 4 компонентов:
1. Вербальный, т.е. вербальные обозначения, которые используются для описания темы;
2. Визуальный, т.е. видеоряд, «картинка», а также фотоматериалы.
3. Акустический — всевозможные шумы улицы и пр.
4. Интерпретационный, т.е. оценка события и его интерпретация.

На юге Киргизии продолжаются межэтнические столкновения. Участники беспорядков - киргизы и узбеки – уже трое суток жгут машины, громят магазины, базары, а также жилые дома, на улицах бесчинствуют мародеры. Сегодня пройдут консультации секретарей Совета безопасности стран-членов ОДКБ.

Минувшая ночь в южных районах Киргизии прошла относительно спокойно. Ош патрулировали войска и сотрудники правоохранительных органов, в Джалал-Абаде были слышны выстрелы, сообщается о мелких столкновениях и поджогах домов. В одном из РОВД предотвращен захват оружия.

Kyrgyzstan appealed for Russian help today to stop ethnic conflict that has killed at least 50 and left parts of its second-largest city in flames, the worst violence since the president was toppled in April.The interim government in Kyrgyzstan, which hosts US and Russian military bases, said it was powerless to stop armed gangs from burning down the homes and businesses of ethnic Uzbeks in parts of Osh. Gun battles raged throughout the night.

"We need the entry of outside armed forces to calm the situation down," interim government leader Roza Otunbayeva told reporters. "We have appealed to Russia for help and I have already signed such a letter for President Dmitry Medvedev.

Între totalitarismul comunist şi fundamentalismul pravoslavnic, reprezentat politic de oameni ca Pasat, democraţia de tip occidental este, încă, pentru moldoveni, o opţiune cu şanse disputabile.

Decizia Alianţei pentru Integrare Europeană de a rezolva criza constituţională prin organizarea unui referendum şi, ulterior, a alegerilor parlamentare şi prezidenţiale anticipate în toamnă le-a anulat comuniştilor un important atu propagandistic: cel al pretinsei încălcări a legalităţii din partea coaliţiei de guvernământ. În acelaşi timp, a spulberat motivaţia protestelor anunţate pentru 12 iunie, şi PCRM a trebuit să renunţe la ele. În acelaşi timp, susţinerea Occidentului acordată deciziei Alianţei l-a obligat pe Voronin, probabil după o tensionată deliberare în interiorul cercului săi de fideli, să accepte alegerea preşedintelui prin vot direct. Însă propunerea liderului comunist privind modificarea articolul 78 în Parlament, în sensul reintroducerii votului popular, este doar o manevră de învăluire.

E foarte limpede că PCRM încearcă să minimalizeze efectele ofensivei politice în care se află Alianţa, o dată cu adoptarea hotărârii privind referendumul şi anticipatele. Spunem asta pentru că în cei 8 ani de guvernare Voronin, „grija pentru banul public” a fost ultimul lucru de care le-a păsat comuniştilor – dovadă stă şi ciudata indulgenţă a Curţii de Conturi în raport cu deturnarea de fonduri în beneficiul clientelei PCRM, fapte în legătură cu care s-au făcut numeroase dezvăluiri.

EUOBSERVER / BRUSSELS – A year after coming to power, Moldova's pro-EU government has made progress on economic and democratic reforms which still face an important "sustainability test" this fall, when early parliamentary and presidential elections are set to take place, the EU commission says.
"On the EU agenda, a lot has been achieved so far thanks to considerable efforts that Moldova and EU have deployed," EU enlargement and neighbourhood policy commissioner Stefan Fuele said on Wednesday (9 June) in the European Parliament.

Пресс-секретарь молдавской Митрополии, священник Вадим Кейбаш сообщил агентству «БАСА-пресс», что священники Октавиан Коку и Иоанн Гребэносу займутся формированием религиозных общин в этих городах, где находятся тысячи молдаван. «Митрополия не располагает своими церквями здесь, но священники смогут работать в арендованных помещениях у католической церкви», - пояснил Кейбаш.

Grupul de Iniţiativă pentru Promovarea Statului Secular, la 8 iunie, a înaintat la Curtea de Apel o cerere de chemare în judecată a Comisiei Electorale Centrale prin care solicită anularea hotărârii cu privire la înregistrarea grupului de iniţiativă pentru desfăşurarea referendumului republican legislativ în subiectul predării disciplinei „Bazele Ortodoxiei” în învăţământul preuniversitar din Republica Moldova.

În acest sens, Grupul de Iniţiativă pentru Promovarea Statului Secular prezentat Curţii de Apel o serie de argumente privind încălcarea legislaţiei de către Comisia Electorală Centrală în procesul de înregistrare a grupului de iniţiativă, în frunte cu Valeriu Pasat, precum şi încălcarea normelor şi principiilor care reglementează desfăşurarea referendumului.

Solicitanţii consideră drept importantă "respectarea principiului constituţional al separării bisericii de stat, caracterul laic al învăţământului de stat şi dreptul prioritar al părinţilor de a alege sfera de instruire a copiilor, consfinţite în Constituţia Republicii Moldova. Anterior, ei au adresat, în acest sens, o Declaraţie Parlamentului, Guvernului, Mitropoliei Chişinăului şi a Întregii Moldove.

UNIMEDIA precizează că la 4 iunie curent,în cadrul şedinţei Comisiei Electorale Centrale, s-a aprobat iniţiativa de organizare a referendumului pentru introducerea religiei în învăţământul preuniversitar. Prima şedinţă de judecată va avea loc la 10 iunie 2010. Grupul de Iniţiativă pentru Promovarea Statului Secular întruneşte 17 ONG-uri naţionale.

‘Visa dialogue' is less about visas than about finding the best way to secure legitimate interests.

The debate on visa liberalisation for the EU's neighbours is highly politicised. Arguments in favour of ‘fortress Europe' often clash with arguments against the emergence of a ‘Schengen wall'. But this debate starts from a false premise. The real question for the EU is not whether it should liberalise visas for its neighbours, but rather how it can best secure its legitimate interests – the effective management of people's movements and the construction of a common European area of justice, liberty and security.

The EU recently liberalised its visa policy for the states of the western Balkans. It is making progress in discussions on visa-related issues with its eastern neighbours and with Russia. And on 15 June, Moldova will start its own dialogue with the EU on visas.

Progress there may be, but the manner in which these issues are debated within the EU creates the impression of divisions between the EU and its neighbours, of insistent demanders on one side of the border and refuseniks on the other. This is a false impression. In reality, both the EU and its neighbours share interests in the way the movement of people is managed.

Negociatorul european Gunnar Wiegand: „Avansăm cu viteză pe acordul de asociere şi începem dialogul pe subiectul liberalizării vizelor. Suntem optimişti”
La Chişinău s-a încheiat astăzi o nouă rundă de negocieri între Moldova şi Uniunea Europeană pentru semnarea Acordului de asociere. Negociatorul european Gunnar Wiegand, reprezentantul Uniunii Europene pentru relaţiile cu Rusia, Europa de Est, Caucazul de Sud şi Asia Centrală, a lăudat viteza cu care decurg negocierile, dar a evitat să numească data semnării acordului. Într-un interviu cu Liliana Barbăroşie, Wiegand a explicat din nou că acest acord prevede relaţii mai strânse fără să promită Moldovei aderarea la Uniunea Europeană.

Tot pe ce poate miza la acest moment Republica Moldova, afirmă negociatorul din partea Comisiei Europene, este un acord de asociere din garnitura celor pe care Uniunea Europeană le are în vedere pentru ţările Parteneriatului Estic, adică care nu conţine o clauză despre viitoarea integrare, fiind diferit prin asta de acordurile clasice de asociere încheiate pînă acum.

Kaczynski twin makes gains ahead of Poland election

Jaroslaw Kaczynski, the twin brother of the Polish president killed in a plane crash, is gaining on the frontrunner in the election race to replace his sibling, according to two polls released Monday.
Two weeks ahead of the June 20 snap election, surveys still favour liberal candidate Bronislaw Komorowski, the interim president since the death of Lech Kaczynski in an April 10 plane crash.
Komorowski scored 50 percent while Jaroslaw Kaczynski scored 38 percent support, according to a survey published Monday by the Gazeta Wyborcza daily.

According to the PBS DGA poll of 1,000 people, Komorowski, 58, running for Poland's governing Civic Platform liberals gained two percentage points while Kaczynski, 60, leader of the conservative Law and Justice (PiS) opposition added five.
If no candidate scores more than 50 percent of the vote, a run off
ballot will be held July 4.

Point four zooms in on the frozen conflict in Transniestria, Moldova, envisaging: "joint activities of Russia and the EU, which will ensure a seamless transition from the current situation to the final stage."
The committee would also "develop guidelines for joint civil/military operations" and "make recommendations" on "the various conflicts and crisis situations, to the resolution of which Russia and EU are contributing within relevant international formats."The Russian-German memorandum envisages a new body bringing together EU foreign relations chief Catherine Ashton and Russian foreign minister Sergei Lavrov to "exchange views on current issues of international politics and security."

The office of EU foreign affairs chief Catherine Ashton could not be contacted for a comment.

MESEBERG, Germany — Germany and Russia on Saturday proposed a joint European Union-Russian security committee aimed at resolving regional crises and conflicts.

German Chancellor Angela Merkel and Russian President Dmitry Medvedev told reporters after a meeting outside of Berlin on that the constant contact between the EU and Russia on security matters needs to progress to a higher level.

"This should help to resolve difficult situations better than in the past," Merkel said.

Russia's president arrived Friday for a two-day exchange with Merkel at the Meseberg mansion in the countryside outside Berlin.

Merkel and Medvedev said in 10 hours of talks they covered a wide range of issues including the euro crisis, financial markets regulation, and international issues like Iran, Afghanistan and Central Asia.

In official reporting, there was nothing unusual about President, Dmitry Medvedev’s, working visit to Germany last weekend, except perhaps the rather short notice. German Chancellor, Angela Merkel, greeted him in her official residence in Meseburg outside Berlin and politely expressed agreement on a wide range of issues, from the forthcoming G8/G20 summit in Canada to sanctions against Iran. There was, nevertheless, a particular significance in this trip, which came only a few days after the Russia-EU summit described even by the mainstream Russian media as hollow and unsuccessful (Rossiyskaya Gazeta, June 3). Receiving a lukewarm response to his persistent requests for a visa-free travel agreement, Medvedev also discovered that he would no longer meet with rotating EU presidents, trying to make their mark in the annals of diplomacy, but with the same Eurocrats, who could not deviate from the common position (Vremya Novostei, June 2).

Russia, EU to take efforts to solve Transnistrian conflict in 5+2 format

CHISINAU, 7 June. /MOLDPRES/. Russia and Germany have proposed that a EU-Russia Political and Security Committee should be set up, according to a joint memorandum by Russian President Dmitriy Medvedev and German Chancelleor Angela Merkel. This commission will take efforts to solve the Transnistrian conflict in the five plus two format.
The committee should be steered by EU foreign policy chief Catherine Ashton and Russian Foreign Minister Sergey Lavrov. "In particular the committee shall be empowered to hold a forum to exchange opinions on up-to-date issues of international policy and security, to hammer out principles for joint civilian/military operations of crisis management, to exchange opinions and to come out with recommendations concerning specific cooperation aspects, including conflicts and crisis situations," the memorandum said.
Russia and the EU will take efforts to solve the Transnistrian conflict, in particular by taking into account the progress made in the five plus two format (Moldova, Transnistria, Russia, Ukraine, the OSCE, the EU and the USA). "This cooperation may include Russia' and the EU's joint activities which would secure uninterrupted transition from the present situation to the final stage," the document said.
The sides agreed that progress made by the committee should be examined at the next EU-Russian summit.
While meeting Moldovan Prime Minister Vlad Filat on 12 May 2010, German Chancellor Angela Merkel said her country would further back Moldova's efforts to settle the Transnistrian conflict. Merkel said she would discuss the issue with Russia too. "I am sure that a solution to this issue can be found through political will," Merkel said.

Очевидно, что приднестровская проблема будет решаться не в «формальном» формате 5+2, отличающемся политкорректностью, но не эффективностью - в силу регулярных демаршей приднестровской стороны. В создавшейся ситуации вопрос приднестровского урегулирования может скорее продвинуться в рамках «консультативного» формата 1+1, включающего ЕС и Россию в контексте более глобального переговорного процесса о новом партнерском соглашении между ними. Недавние события ясно показали, что приднестровское руководство полностью подотчетно России, что также накладывает на Россию определенные обязательства.
США в переговорном формате 5+2 сейчас играет роль такого же раздражителя по отношению к России, как Румыния по отношении к Приднестровью. Да и интерес США к Молдове, похоже, упал. Назначение на пост посла США в Молдове специалиста исключительно в области сельского хозяйства явно очерчивает сферу интересов США в Молдове. Упорные завления зампомощника госсекретаря США Дэвида Меркеля на этой неделе о необходимости разрешения конфликта исключительно в формате 5+2 - скорее из области политеса, чем реальной политики. Хотя если в ходе «консультаций» ЕС и России в формате 1+1 удасться добиться результата, то другие участники парадно-официального формата 5+2 его естественно поддержат. Но готова ли сегодня сама Европа осознать свое влияние и активно отстаивать свои интересы?
