Kondracke Advocates Ethnic Cleansing Policy In Iraq, ‘Also Known As Winning Dirty’

kondracke.jpgRoll Call executive editor and Fox News contributor Mort Kondracke writes today that if President Bush’s escalation policy doesn’t work, his Plan B should be “winning dirty,” which involves “accepting rule by Shiites and Kurds, allowing them to violently suppress Sunni resistance and making sure that Shiites friendly to the United States emerge victorious.”

Kondracke, the “left-leaning” counterpart to Weekly Standard editor Fred Barnes on Fox News’ The Beltway Boys, acknowledges that his “winning dirty” policy will lead to ethnic cleansing:

Winning will be dirty because it will allow the Shiite-dominated Iraqi military and some Shiite militias to decimate the Sunni insurgency. There likely will be ethnic cleansing, atrocities against civilians and massive refugee flows.

He also reveals that at least one member of Congress agrees with his plan:

No one has publicly advocated this Plan B, and I know of only one Member of Congress who backs it — and he wants to stay anonymous. But he argues persuasively that it’s the best alternative available if Bush’s surge fails.

Kondracke says it’s understandable that Sunnis suffer because “so far they’ve refused to accept that they’re a minority. They will have to do so eventually, one way or another.” After all, he says, “Civil wars do end. The losers lose and have to knuckle under.”

  7. That is no plan at all. We didn’t go into Iraq to let a civil war end in genocide. If the original principle of why we are fighting this war (ending terror) is as important as Bush claims, the $340 billion already spent and the further $100+ billion to be spent should be redirected toward plans to fight poverty and develop the country to prevent another Afghanistan. According to the Borgen Project, just $19 billion annually can end starvation and $15 billion provides water and sanitation all over the world. If addressing extremism is the goal, the Millennium Development Goals to end poverty is the way to to go for our leaders. There needs to be economic development, not continued war.

  52. Kondracke is trying to dress this pig up like it was a new idea, but it’s been the neoconservative agenda from Day 1. “making sure that Shiites friendly to the United States emerge victorious” was “getting Ahmed Chalabi into power so we have full access to Iraqi oil.”

    Bush may have thought the plan was for him to lead the ignorant savages of the Middle East into a glorious democratic (and, no doubt, Christian) future but the neocons have always wanted to establish a puppet state with a friendly dictator, just as US foreign policy has always favored, either in that region or in Latin America. You cannot extract resources efficiently in the middle of a civil war. Chalabi was the answer to their prayers, up until the Iraqis made it clear they wanted nothing to do with him.

    For all I know, Kondracke might still think Chalabi could end up as top dog; he certainly isn’t suggesting that Sistani or al-Sadr would be appropriate “friendly” Shi’ites.

    The Darwin Principle, Beltway version, basically says that Washington should stop trying to get Sunnis and Shiites to get along and instead just back the Shiites, since there are more of them anyway and they’re likely to win in a fight to the death.     The Darwin Principle is radical, decisive and most likely not going anywhere. But the fact that it has even been under discussion, no matter how briefly, says a lot about the dearth of good options facing the Bush administration and the yearning in this city for some masterstroke to restore optimism about the war.

    An even more far-fetched offshoot of the Darwin Principle is floating around, which some hawks have tossed out in meetings, although not seriously. It holds that America could actually hurt Iran by backing Iraq’s Shiites; that could deepen the Shiite- Sunni split and eventually lead to a regional Shiite-Sunni war. And in that, the Shiites — and Iran — lose because, while there are more Shiites than Sunnis in Iraq and Iran, there are more Sunnis than Shiites almost everywhere else.

  65. The one problem with the Dirty War scenario is that it depends on Muslim cooperation. That ain’t going to happen. The Saudis have already threatened to intervene should the US not protect the Sunnis. And the Shi’ites are allied with Iran. And the differences between Shia and Sunni is greatly exaggerated.

    This Dirty War scenario is not only illegal, immoral, and disgusting; it has about as much chance of working as MacArthur’s little scheme to capture North Korea without triggering the invasion of the Chinese across the Yalu river. First rule of warfare is not to count on the enemy doing what you hope they’ll do. It’s not that different than the lawyer’s rule that you should never ask a witness a question you don’t already know the answer to. (And, judging from Gonzales’ performance today, I’d say this WH knows squat about either rule.)

    Saudi Arabia has already stated it would invade Iraq to defend the Sunni population if the Americans are unable to protect them. And the Saudi King has refered to it as an illegal occupation.

    BTW, the Sunni population may be a minority, but they form between 35-40% of the Muslim population. That is, about 8 million people. It doesn’t exactly sound like it will be a cakewalk to suppress these people. In fact, wasn’t Falluja an example of ethnic cleansing and dirty war? Did it work? Or did it turn more Iraqis against the Great Satan that is America.

Civil wars are usually of the most vicious and immoral kind, and they are nearly always ended by complete suppression of one side (Romans, Nazis in Ukriane, US Civil War) or by fatigue on both sides (Northern Ireland). The civil war in Iraq will play out like other civil wars, and the longer the US stays there the longer it will last.

    Kondrake fails to include the Saudi Arabian and other Sunni nations in his conclusion, but if the US was up to some diplomacy, maybe a peace could be brokered with SA, Iranian, Syrian, Jordanian, (regional) cooperation, with US pulling out as part of the deal.

    Cool. Good luck with the bar (way ahead of time, I know). I’m finishing my first semester today. I love it, and although I need a break, I can’t wait for fall. :)
