CALENDAR: Upcoming Events

Friday, January 10
The Chicago Police Department is tentatively scheduled to post a new round of transfer opportunities for police officers, according to a CWB comment author. 

Our district lost 8 officers during a round of transfers last month—8 positions in the district were posted and filled by new transfers while 14 officers transferred out of the district and 2 officers were promoted out. The 19th district has lost 25% of its manpower since March 2012.

Tuesday, January 14

BUSINESS ALERT: Break-In Pattern Identified, Police Say

Area North detectives have issued an alert to business owners after four businesses were burglarized by offenders who broke in through the establishments' glass. The full alert may be read on Alderman Tom Tunney's site HERE.

One of the business burglaries identified in the CPD alert is located in our neighborhood.

The front door glass of Wellington Cleaners, 3011 N. Halsted, was found broken around 4AM Monday as CWB reported yesterday morning.

The other three businesses listed in the alert are located in nearby areas of Lincoln Park.

On November 6, CWB reported on a string of overnight break-ins in which burglars entered Windy City Gyros, a Wrigleyville Subway restaurant, and a Southport corridor dry cleaners. That report is HERE.

CRIME *IS* DOWN!: Wintery Blast Keeps Criminals At Bay; Gun Arrest Update

We've found the solution to the neighborhood's problem.

Sub-zero temperatures and seemingly endless snowfall seemed to put a damper on the criminals' drive.

Only a couple of items to share:

• Wellington Cleaners' front door glass was broken early Sunday morning. Police entered the business at 3011 N. Halsted around 4AM to look for signs of burglary, but could not determine if anything had been disturbed due to generally messy conditions. A burglary report was subsequently filed by the owner. Case HX104197.

• An auto theft in progress was reported outside of Charlie's Chicago, 3726 N. Broadway, at 4:30 this morning. Witnesses reportedly tried to detain the offender for police. The officers' response was hindered by poor road conditions. No report filed at this time.

Will's Northwoods Inn Update
Following up on the story at CWB broke late last week regarding a man who was arrested at a nearby Lakeview bar after police responded to a call of a counterfeit $20 bill and then found the suspect was carrying drugs and a defaced, loaded firearm on his person and an assault rifle and shotgun in a vehicle:

A reliable police department source has informed CWB that, while the assault rifle is identified as an AK-47 in police reports and in court, the firearm was actually a different model. "Something I haven't heard [of] before," the source said, "it looked insane."

A second source half-joked that the offender in the case, "has alphabet soup up his ***," referring to the number of federal law enforcement agencies who are interested in the guns, drugs, and other thorny issues Troy A. Waite has waded into.

MR.KNIFE GUY: Walgreens Offender Strikes Again

A man who has repeatedly pulled a knife and robbed neighborhood Walgreens stores of liquor struck again this evening at Belmont and Sheffield.

It does not appear that any merchandise was taken in tonight's incident.

Police responded to the Belmont store after the menace threatened an employee with a knife at 5:55PM Saturday.

The assailant, described as male, black, wearing a black coat, a black skull cap, black shoes, and carrying a white bag, was last seen walking eastbound on Belmont.

Nearby Walgreens locations have been given a heads up that the man is in our area.

Tonight's incident is recorded as an aggravated assault with a knife. Case #TBD.

ROBBERIES IN 44TH WARD: Up 73% Since 2007

44th Ward Alderman Tom Tunney's weekly newsletter chimed all sorts of good news about crime being "down" in Lakeview last year. He failed to mention the 25% loss of police officers that caused fewer reports to be filed.

Among his claims is a "4% reduction in robberies" in Lakeview. That may or may not be the case. The public does not yet have full year crime data available to it.

We do know one thing for sure. Tunney does not represent "Lakeview." He is one of several alderman who represent portions of Lakeview.

And the portion he represents has a real problem.

Robberies are UP 73% in Alderman Tunney's portion of Lakeview since 2006, according to the city of Chicago Data Portal.

His ward had 173 robberies in 2006. As of Christmas Eve 2013, that number was 277.

No wonder he wants to talk about "Lakeview" instead of the area HE is responsible for representing.

UPDATE: Lakeview Gun Arrest Involves Fully-Loaded AK-47

Further information has been developed regarding the man who was arrested in a nearby Lakeview bar on New Year's Day after police found an assault rifle and shotgun in his car as well as a handgun and drugs on his person.

CWB was the first to report this story yesterday afternoon.

Troy A. Waite, 25, was arraigned today on weapons and firearms charges. He is being held on $150,000 bond.

CWB has found that Waite's criminal history includes allegations of manufacture and delivery of cocaine and robbery in Wisconsin. Those incidents occurred in June 2009 and October 2008, respectively.

Prosecutors today confirmed CWB's exclusive initial report that one of the guns found in Waite's vehicle was an assault rifle and that the serial number on Waite's handgun had been defaced. The assault rifle is identified in court records as a fully-loaded AK-47.

Waite came into contact with Chicago Police after an employee of Will's Northwoods Inn, 3030 N. Racine, received a suspicious $20 bill and dialed 911.

In addition to marijuana, Waite's Chicago drug charges are based on his alleged possession of nine cocaine packets.

TARDY: Boystown Named "Incomparable Gay Neighborhood" About 7 Years Too Late

It seems the good folks at Out Traveler magazine have declared Boystown the "Incomparable Gay Neighborhood,"
beating areas in other cities like San Francisco, Los Angeles, Barcelona, and Madrid
Uh, maybe "beating" wasn't the best word choice, OT.

Unfortunately, Out Traveler's award is about 7 years late.

Don't get us wrong. We love our neighborhoods, Wrigleyville and Boystown. If we didn't we would've just packed up our stuff and moved to Andersonville rather than start CWB in an effort to effect change.

Anytime from 1993 until 2007, Boystown was absolutely in the running for a title such as "Incomparable Gay Neighborhood."  We would have gone chaps-to-chaps with WeHo and the Village and cities abroad.

Our challenge as a community is to bring back those great days when the tourists and locals who came to Boystown for a night out or a week away could enjoy every hour of the night and day. And night.

Now, if the NortHalsted Merchants Association and the politicians will put as much effort into changing reality rather than promoting a silly award, we may get somewhere.

You can't rave about a Pride parade that results in wide-spread street fights, multiple robberies, and after-event antics that force the police department to shut down bars to prevent riots while calling in reinforcements from a half-dozen other districts to tamp down violence.

The day-to-day troubles speak for themselves. Since 2007, Boystown and Wrigleyville has experienced a 90% increase in robberies, with 2013 setting the third consecutive record high for such crimes.

For now, we'll pull up Rihanna's Umbrella on our 1st generation iPhone and remember how good we had it. And how great Boystown could be again.

But if changes aren't made, the next award will be for Lifetime Achievement as Boystown's other foot slips slowly into the grave.

UNEXPECTED: Counterfeit Bill Call Leads Cops To Handgun In Bar; Shotgun, Assault Rifle Also Found

The baby New Year came packin'.

A normally sleepy corner tavern in nearby Lakeview got far more than it expected when a man tried to pass counterfeit money on New Year's Day.

Will's Northwoods Inn, home of a certain CWB editor's favorite half-pound cheeseburger, was "packed" with customers according to an officer who arrived to handle the bogus bill incident yesterday afternoon.

Then, things got really interesting.

The phony bill passer, who was in the company of three other men, possessed two more things of interest: pot and a handgun. Inside the bar.

A reliable email correspondence to CWB this evening reports that the handgun's serial number had been defaced.

A large police response was launched and the little Inn at 3030 N. Racine filled with a sea of blue shirts.

The increasingly serious situation climaxed during a search of the four men's vehicle, where officers found a shotgun and an assault rifle, according to a witness' email to CWB.

CWB has not been able to verify the particulars of the weapons found, however, we can confirm that the initial call quickly evolved into a firearms recovery and a large police response. Our emailer was able to provide the Chicago Police Department case number for the incident: HX100691.

UPDATE 1/2/2014 7:43PM: DNAInfo.com picks up the story. DNAInfo reports that 19th district police Commander Elias Voulgaris confirmed the handgun, shotgun, and "a rifle" were recovered along with marijuana and cocaine. The arrestee is a convicted felon and will face felony charges for Wednesday's events, according to DNAInfo.com.

ROUGH START: Groups Beat, Rob Two This Afternoon

Meet the new year, same as the old year.

2014 is off to a rough start as two afternoon daylight beatings and robberies kick off the New Year. Good police work has resulted in the arrests of three offenders.

Just after 3PM today, a man was approached near Sheridan and Pine Grove by a group of 6 offenders who called him "bitch," punched him in the head, then took $140 cash and his phone before fleeing westbound on Sheridan.

The attackers were described as 5 black men in their early 20's. One was 6'2' tall wearing a light blue jacket. He was missing a front tooth. They were accompanied by a black female with bleached dreadlocks.

Less than five minutes later, witnesses reported seeing a group of five to six black men in their early 20's kicking and punching a man who had been carrying grocery bags in the 4100 block of Kenmore. That man was also being robbed.

Officers quickly tracked a group of suspects down at the Sheridan Red Line station. At least two of the suspects were arrested after being positively identified by the Kenmore victim. The Sheridan victim was unable to pick out his attackers.

The offenders are believed to have entered the area via the Red Line about 30 minutes before the first robbery.

The Kenmore strongarm case number is HX100743.

I'm the "victim" [ugh, I hate calling myself victim] at the Sheridan/Pine Grove incident. I'm really, really surprised this happened right there. I walk through that intersection almost every day. 
Things I think I've learned: don't walk with headphones in, don't get kinda trapped on the slushy sidewalk where you can't get any traction and move quickly.

Both victims were approached on the street by a group of approximately 6 offenders, believed to be black males in their early 20s.  One female may be mixed in.

LAST LAUGHS: 2013's Weird Ones

We established CWB in April to inform our neighbors, hold officials and institutions responsible, and, hopefully, generate changes that will help make our neighborhood as safe as it was just a few years ago. We’ll be pushing ahead with that mission in 2014.

That being said…     We’ve heard some crazy arse stuff ‘round here!

Ich bin ein up the butt!
Our favorite bizarro moment came in late July when Alderman Tom Tunney took to the City Council floor to speak about proposed renovations to Wrigley Field. 

In a free-flowing rant, Tunney suddenly promised to be “up the butt every day.”
You have to be a good neighbor. Otherwise, I'm gonna be up your butt every day. And I’m gonna tell ya, I’m gonna be up the butt everyday to make sure that the commitments that  Ricketts make and that the commitments that the mayor makes are actually solidified by your support as colleagues!
The cherished audio of Tunney’s  speech is still available online at WLS. Within days, Tunney’s promise went national on Jimmy Kimmel’s show.

One September morning, 911 callers report “a man wearing only a loin cloth, a necklace, and carrying a giant spear” near Diversey and Sheridan. And they were right. An officer soon confirms, "I ask questions. He doesn't respond. He just looks at me and shakes his stick…He looks like something out of that movie, Shaka Zulu."

GOODBYE, OFFICERS: More Cops Will Leave Our District On Sunday. They Aren't Coming Back

Here’s a swift kick in the huevos.

As our neighborhood's annual robbery rate hits a record high for the third year in a row.

After the district runs out of cops at least 31 times in the past 5 months.

On the heels of the protestations and demands for proper police protection.

The 19th district’s manpower is going to be cut again this Sunday.

Chicago Police Officers recently had the opportunity to seek transfers to new assignments within the department.

Eight positions were available in the 19th district. Unfortunately, while 8 officers are transferring into our district, 15 or 16 are leaving. From our comments section this morning:
Here’s another lie… 019 is getting more bodies in 2014. Well the order is out: 019 gets 8 more bodies! 019 loses 14 more that bid out and 2 more that were promoted. Net result? -8 bodies to start 2014!
And…
Well, here’s the manpower numbers after the transfer. Maybe the good folks at this blog can bump it up to the top. 8 openings in 019, 13 people transferred out (-5), and two promoted, for a -7. On January 5, the district will have 7 less people than it did on Saturday. 
The loss of these officers will bring the total number of cops who’ve left our neighborhood since March 2012 to about 112.

112 fewer cops to help you. 112 fewer cops to respond, search, and CATCH the people who are committing crimes here. 112 fewer cops to file reports so that crimes are recorded rather than vanishing as part of the department’s ludicrous “24% decrease” in crime.

Manpower information obtained via a Freedom of Information Act request shows the precipitous drop in police staffing since the current 19th district was formed by combining the old 19th and 23rd districts on March 4, 2012.

The FOIA documents show 468 officers worked here in October 2011.

By August 2013, that number had dropped to 370.

By November, that number was down to 356 according to a CPD spokesman.

Now, we can subtract at least 7 more. So, at most, we have 349 cops heading into 2014. 25% fewer officers. And that doesn't count any that may have left between the department's November number and today.

Let's jump in the old time machine and dial it back to late 2011...

We’ve been reassured that merging districts is going to put more officers on the beat. So that’s a good thing.”

The total number of officers in the district will stay in place, non-sworn personnel working in the district will be reduced and there will be more sworn officers on the street. There will also be the same number of [patrol] cars."
—Bennett Lawson, Chief of Staff for 44th Ward Alderman Tom Tunney  (TIP: The old districts had 18 police beats. The merged district has 15. Same number of patrol cars? Mmmm. Not so much.) 

Chicago Police Department Supt Garry McCarthy threw his weight behind Emanuel’s proposal, suggesting that the merger would free up officers from administrative duties and allow for “more boots on the ground working in districts.”

43rd ward Alderman Michele Smith spoke to [Police Superintendent Garry] McCarthy on the possible consolidation, [and] the superintendent had assured her that there would be “no impact on the level of policing” in the ward.  (Ms. Smith? Check THIS out.)

We feel that we’ve right-sized the districts as far as the number of officers that need to be there,” said McCarthy during a news conference at the Town Hall District station, at 850 W. Addison St., into which the old Belmont District is being merged.

Then, there are these assurances given to the community in the CPD's Consolidation FAQ document:
 With additional officers being deployed for field duty, district commanders will be able to mobilize additional vehicles. 
• All the officers working in the consolidated area will continue to work within the consolidated areas. 
• More cars on the street results in faster response to appropriate 911 calls 
• More officers available for assignment will result in additional vehicles at the district commander’s  discretion. 
•  These additional response cars translate to the ability to respond faster.

REAL HUMDINGERS: The Biggest Fibs Of 2013

This wasn’t easy. 

Of all of the half-truths, quarter-truths, and full-blown lies that have been spewed by various parties regarding the neighborhood’s escalating street crime problem, which were the biggest whoppers? 

After sifting through them all, we’ve decided that these five lies shall be honored with CWB’s very first Golden Pinocchio awards for the most stunning, in-your-face falsehoods of the year.

“Frankly individuals are robbed walking through alleys, not paying attention to their surroundings.”
During an ABC7 I-Team report about robberies in our neighborhood, Commander Voulgaris went on record with that gem.

The commander’s statement is part of the city’s ongoing effort to make it seem that “ordinary” people who walk the well-lit streets and use good judgement have nothing to worry about.

The fact is that only 7% of this year's robberies occurred in alleys. The vast majority—nearly 75%—of the attacks happened on streets and sidewalks. 

Another cornerstone of the city’s minimization efforts is beginning to show signs of strain. Once a problem largely limited to overnights, more and more robberies are occurring during “normal” hours. 

Only time will tell if the hoodlums’ migration to “better shifts" is a short-term phenomenon or a permanent change in the way they do business.

During the same TV news report that featured Commander Voulgaris’ nominating performance, Center on Halsted (COH) spokesman Tom Elliot told the camera, 

“I can confidently say the individuals that are committing crimes in the area are not coming here for our services.”

One is left to wonder, if the COH does not attract any criminal elements, why  is it patrolled by off-duty police officers armed with handguns?

In December, CWB posted Chicago Police Department reports that document three sex crimes and a series of crimes carried out by known gang members inside of the COH. One victim of a gang member’s assault is a still-serving member of the COH’s executive board.

At least 7 robberies were reported in Wrigleyville and Boystown during the early morning hours of Sunday, July 14.

Alderman Tom Tunney’s office tried to make it all disappear by claiming that, there were “6 or 7” robberies in all of Lakeview that weekend and
“the Police have six individuals in custody from this past weekend and two they believe are connected to other robberies as well."
Well isn't that a tidy little wrap up? Done and done!

Couple of problems. First, no one had been arrested for any of the robberies in Wrigleyville and Boystown. Second, if the area of concern that weekend is changed to the entirely of Lakeview, there were actually 13 robberies, not “6 or 7.”

That's the gospel according to CPD spokesman Adam Collins

The percentage decrease in crime reports filed is very, very close to the percentage of manpower the 19th district lost over the same period: 21%.

21% fewer cops means you get far fewer crime reports filed. Duh.

Think about that for a sec. The police and politicians expect us to believe that while robberies have set record highs three years in a row and Lakeview is one of only a handful of community areas to see an increase in violent crime,  all of those other criminals—the petty thieves, the graffiti sprayers, the bike rip-off artists, the pot smokers—all of them have left the neighborhood in droves. It's just robbers and violent offenders who are coming here. Does that make sense? Of course not.

The department gets an honorable mention for its ridiculous decision to to park a huge, completely empty "police" bus on Halsted Street one August weekend.

The bus was literally driven into position by one person, parked, and left for the weekend to "project force." In reality, the bus reduced available manpower because a cop who would ordinarily have been on patrol was assigned to stand there and guard it.


The Chicago Pride Parade
Citing a Chicago Police Department estimate, Chicago Pride Parade organizers claimed that this year’s event drew 1 million people. 

One. Million. People.

It almost certainly did not.

Did it draw a lot of people? You bet. And if you were on Halsted between, say, Addison and Belmont, it probably felt like a million people. But the fact is that it would be impossible to stuff a million people into the parade route.

The exact number of attendees wasn't particularly important until organizers and officials started using the impossibly large crowd number to water down the number of problems that were experienced during and after the event. 

Of course more than 60 people were battered and 5 people were robbed and riot-fearing cops forced bars to close early and the 19th district commander had to call in support troops from six neighboring districts to tamp down the post-parade mayhem. 

Waddaya expect when there were A MILLION PEOPLE there?

PUMMELED: Man Attacked In Grocery Store Parking Lot

A man is being treated at Illinois Masonic Medical Center after he sustained serious injuries in an attack outside of the Treasure Island grocery store, 3460 N. Broadway, at 3:05 this afternoon.

The offender, described as male, black, 23-24 years old, 5'9" tall, and very thin, was last seen running westbound on Cornelia toward Halsted Street. He was wearing a reddish-orange sweatshirt and tan pants. He may have had a brown box of candy.

Initial reports indicated that the man had been robbed in the grocery store parking lot, however the incident is currently classified as an aggravated battery with a dangerous weapon in CPD case #HW588007.

MEAN GIRLS: Lady Bandits Strike Again; "Lots" Of Purses, Wallets Seen In Get-Away Car

Two women who robbed a couple of ladies on Melrose Avenue in Boystown on Monday appear to have struck again in Lincoln Park.

Around 3:30 Saturday morning, a silver car with two female occupants pulled up to a man at Clark and Wrightwood. Both women were black, in their 20's, about 5'7" tall. One of the women, who weighs a whopping 200 pounds, got out of the car and stole the man's wallet.

The thieves then drove southbound on Clark Street. The man's description of the offenders closely matches that given by the two Boystown robbery victims.

Interestingly, the victim in this incident reported seeing lots of purses and wallets in the get-away car.

LADIES WITH AN ATTITUDE: 2 Women Rob 2 Other Women In Boystown Overnight

SATURDAY BLOTTER: "Mob" Shoplifts At Boystown Convenience Store

10:20PM Saturday, December 28
Officers have rounded up a large group of shoplifters who stormed out of the Circle K convenience store at Halsted and Addison with gobs of merchandise.

The store clerk reported that 10 to 15 black men and black women, most wearing fatigue-style pants, fled on foot.

At least five of the offenders were located and taken into custody at Halsted and Roscoe minutes later. The thieves have been positively identified.

4:20AM Saturday, December 28
Residents report a large crowd outside of Circuit nightclub, 3641 N. Halsted. Officers on their way to another call confirm that "about 100 people" are on the streets and sidewalk at that location. A series of fights reportedly broke out before police dispersed the crowd.


Cop Out
The district ran out of officers again Saturday morning. This is the 31st time since late June that our area entered "Radio Assignments Pending" status. Today's shortage ran from 2:33AM until 4:22AM.

And Finally…Ewwww.
A concerned citizen reported a bad smell emanating from an apartment in the 600 block of
Wellington near Broadway around 1 o'clock Saturday afternoon. The caller said that he could see a colony of very large flies buzzing in the unit's window and he was concerned that something "unfavorable" had occurred.

Police arrived, saw "lots of large flies on the inside of the window" and immediately investigated.

Their findings? "Turns out it’s a bunch of 20-something girls that have cleanliness issues."
