After 2008, who would Hillary Clinton hire?

Back in 2008, Hillary Clinton committed so many management sins it was hard to keep track of them all — yet none was worse than failing to establish a coherent, functional chain of command.

Loyalists often clashed with the best and brightest from the outside — and they were often second-guessed by Bill Clinton, his pals and old Hillaryland favorites who weren’t held accountable when things went wrong. Wall punching, phone tossing and a succession of jarring leadership changes ensued.

People around Clinton say the once-and-perhaps-future candidate will learn from those mistakes if she runs again. But that will be easier said than done — and the initial roster of possible Clinton ’16 staffers, culled from interviews with people in the Clinton and Obama orbits, reveal just how tough it will be to balance loyalty with the imperative of empowering young, talented newcomers.

One indication Clinton’s team might lean toward the latter in 2016: She is likely to soon start posting to the soon-to-be-activated @hillaryclinton on Twitter, signaling her first personal foray into the medium outside her official State Department account, according to a person familiar with the situation.

Who worked with Clinton to develop a social media strategy over the last four years? Katie Stanton — a young Twitter executive, former Obama campaign tech team member and State Department internet guru — who exemplifies the archetype of a new-era Clinton team member.

“She wants to hear many voices, not simply retreads — a huge ‘Help Wanted’ sign for people who know what they’re doing,” said a senior Democrat who has worked with Clinton for years.

“People who have worked for her. People who beat her. People who beat Romney. People who can think of the next big advance in data mining, the next big trend in social media. Names you’ve never heard, from outside of Washington. A mix of old and new, truly inclusive. To the extent there’s an inner circle, the diameter has increased by multiples to make room for new people with new skills and new perspectives. Instead of the Clinton Team of Rivals, just a good team. Even if she hasn’t known them from the dawn of time.”

James Carville, a charter member of the Bill and Hillary Alumni Association, said Clinton will have her pick of almost any Democrat in the country if and when the time comes, a sentiment echoed by many people close to the former secretary of state. But he said people looking for a wholesale change will be disappointed.

“She has people she’s very loyal to, which is kind of an admirable thing about her,” he said. “There’ll be some from here, some from there. I doubt it’ll be something wholly new.

“I think she’s going to need a bigger onion with more layers, but the essential core remains the same,” Carville added.

That said, the campaign is likely to be run by staffers elevated from the lower rungs of the ‘2008 team. The names of two young Democratic operatives were mentioned repeatedly by people close to the Clintons asked who would likely be tapped.
