That's 0.2% according to my calculations. Maybe he was referring to that? According to <a href="http://www.census.gov/Press-Release/www/releases/archives/facts_for_features_special_editions/006841.html" rel="nofollow">this</a> 18% of the US population had some level of disability in 2006 and 12% had a severe disability. But I'm not sure what criteria they used. If the <a href="http://autismnaturalvariation.blogspot.com/2009/10/is-it-more-like-12-to-15.html" rel="nofollow">recent research</a> is accurate, then at least 1% of the population has some form of autism. There's certainly "enough" people to justify better treatment than is received.
